Sheriff's Office Radio mystery

Recently I bought a very expensive scanner is order to listen to my old outfit, the York-Poquoson Sheriff's Office. I found that one cannot listen to this organization due to some sort of enrcryption that makes it impossible to pick up on a scanner. Why is this necessary. Basically it is giving the public the indication that the department has something to hide. As a 24 year veteran, I know that this is not the case, the appearance is still there. I call on communications director Terry Hall to give a reason why York County's law-enforcement communications is not made public. Let the citizens of York County and the City of Poquoson hear for themselves what fine departments they have protecting them.
